The Interstate Oil & Gas Compact Commission (IOGCC)
IOGCC serves as "the collective voice of member governors on oil and gas issues and advocates states' rights to govern petroleum resources within their borders." In addition to assisting member states for the purpose of advancing the nation's energy future, IOGCC is also tackling the carbon dioxide issue. In 2002, IOGCC formed the Geological CO2 Sequestration Task Force to examine the technical, policy, and regulatory issues related to the safe and effective storage of CO2 in the subsurface. Funded by the U.S. Department of Energy and the National Energy Technology Laboratory, the task force produced the September 2007 report Storage of Carbon Dioxide in Geologic Structures: A Legal and Regulatory Guide for States and a Status by State or Province of CO2 Storage Legal and Regulatory Development. EPA Underground Injection Control (UIC) Program
In the process of geologic sequestration, CO2 captured from various point sources is injected into deep subsurface wells. Charged with the task of ensuring the protection of underground sources of drinking water (USDWs), EPA has the authority for CO2 injection under the SDWA Underground Injection Control Program. EPA is in the process of developing regulations to establish a clear path for geologic sequestration. For more information about the proposed regulatory changes, click here.
World Resources Institute (WRI)
WRI is an environmental think tank with the mission to "move human society to live in ways that protect Earth's environment and its capacity to provide for the needs and aspirations of current and future generations." This mission includes protecting the global climate system from further greenhouse gas emissions. WRI is currently drafting a set of guidelines for all phases of carbon capture and storage projects including capture, transport, site characterization, operations, and closure.
DOE Office of Policy and International Affairs
The revised, final General Guidelines for the Voluntary Reporting of Greenhouse Gases (1605(b)) Program were published in the Federal Register on April 21, 2006. They have been incorporated in to the Code of Federal Regulations.
